Dynamic Steps

Dynamic steps allow the form to define the next person the form should pend on. 

There are two differing types of dynamic steps.

1. Initial User
   1. This put the submission pending on the user that submitted the form
2. From Form
   1. This mode allows one or more names and email address to be typed into the form and then have the submission pend on those users. If no current account exists for the user, one will be created automatically. Optionally the user can be added to a group.
